What are the steps to have a HDF5 compression filter registered?

Hello the HDF5 community,

I have authored and tested a HDF5 compression plugin (H5Z-SPERR: GitHub - NCAR/H5Z-SPERR: HDF5 Plugin for the SPERR Compressor) and would love to have it registered with an official ID. I wonder what steps I should take to make it happen?
