Variable-length string encoding conversion

Hello ladies and gentlemen!

I have noticed that currently HDF5 doesn't convert H5T_CSET_UTF8 strings to H5T_CSET_ASCII. Is it a fundamental limitation or it can be expected that at some point such conversion path is implemented?

One way of implementing it is to use current locale settings for conversion. Another one is to replace every non-ASCII symbol with question mark.

  It is not a fundamental limitation and could be implemented in the future.
