It seems that the SWMR feature does not work on Windows, as discussed in more detail on h5py github page:
I was wondering if this is being addressed in future releases, as the documentation is still mostly saying SWMR isn't well-tested on Windows, so this scheme hasn't been as thoroughly vetted as the flock-based scheme..
Prehaps people are aware of workarounds?
