The file INSTALL_VMS.txt is not included in the v1.8.11 because
v1.8.11 release does not support the VMS platform. The install
process does not install it. How did you get the error?

Through CMake. If the file is listed in the CMakeLists.txt file then you HAVE to have the file present to install. Placing a blank file at that position worked around the issue.
Configure with CMake, then build and install. The error comes during the install process.

Okay, I found it now. The VMS file was cleaned out rather late in our
pre-release process and I missed this. My apology for my mistake.
I will look into a remedy for this mistake.
