Adding support for generating pkg-config .pc files

Dear HDF5,
trying to consume HDF5 as a library is cumbersome, due to the fact that
it does not provide pkg-config .pc files, which are the standard way of
discovering build-time dependencies on UNIX-like systems. If I provide
a patch, are you willing to entertain the idea of merging it? It would
help a lot of downstream projects, as they don't have to guess the
flags anymore.
