Anyone know what version of HDF5 library it became possible to read an
existing file via the core vfd? I know for a while it was possible only
to create and write a new file via core vfd.

It became possible on 2006/11/30. The feature was first released in HDF5 1.8.0, but was available in the development snapshots before the release for more than a year.
