cannot determine absolute directory name of '{HDF5_ROOT}/lib'

Im trying to build hdf5 as specified in the SEACAS readme.md and upon execution of the make command get the following error

cannot determine absolute directory name of ‘{HDF5_ROOT}/lib’

Any idea why this is happening and how I can fix it?
